美國開除種族偏見公務員,台灣做不到

十年前,我曾為文強烈批判美國及其民主制度,包含指出美國種族歧視問題的嚴重性。十年後,美國的種族歧視與種族衝突仍然不斷,但不可否認,美國民主正在對這些現象進行治療。舉例而言,美國密蘇里州佛格森市開除1名警察局員工,並讓另外2人暫時停職,因為司法部調查認為他們在電子郵件中有明顯的種族偏見。美國人並未以電子郵件屬於私領域或「只是言論」而放過他們,要知道,美國憲法增修條文第一條認為言論自由不可立法侵犯,但不代表種族歧視與仇恨言論在範圍內!哪裡像台灣!

台灣容許甚至於以法律阻止追訴網路仇恨言論是一種極病態的現象,即使當事人被找到,政府也置之不理,我在台灣種族仇恨猖獗的原因:談Benedict Cumberbatch的失言談到『...2011年嘉義的阿里山翻車意外,陸客死傷時,嘉義市政府的詹姓社工公務員痛斥長官趕著要發放給「支那人」5千元實在給太多,「支那人果然討厭」等語為例。當時,極端仇恨中國人的台灣許多民眾替詹姓社工公務員說「支那是常用語」 、「歷史上有用過支那」云云,詹姓公務員亦表示他沒惡意、只是KUSO,其實他當下有想到那些嗎?這批包庇種族仇恨用語的人毫無常識或其實就是說謊!都能找到這個詞的「古代用法」,怎麼不知道現今意義?…』,又如查理雜誌事件中,許多台灣人也拿言論自由說嘴,法國政府自己都不認同仇恨言論了,台灣怎麼回事?

包含香港,台灣的蘋果日報屢以造假新聞謊稱「強國」人如何如何,又以污辱性言論批評大陸人,而台灣社會也充斥批評東南亞籍的勞工及配偶的言論。看看美國,台灣不是很自豪的自稱是「美式民主的模範生」嗎?敢對種族偏見公務員如嘉義市政府的詹姓社工公務員下手嗎?

學學美國吧!如果台灣人學民主不是裝模作樣的話!

中新網3月5日電 據外媒報導,當地時間4日,美國密蘇里州弗格森市市長諾爾斯表示,該市已開除一名警察局員工,並讓另外兩人暫時停職,因為司法部調查認為他們在電子郵件中有明顯的種族偏見。
諾爾斯在記者會上說:「我要明確表示,弗格森市警察局或弗格森市任何部門都不會容忍這種行為。我們不僅全市要做更好,全州、全國也一樣。我們必須儘力化解社會各方面種族差別待遇問題。」
諾爾斯在記者會上只宣讀聲明,沒接受提問。
美國司法部4日表示,不會起訴去年8月在佛格森市槍殺手無寸鐵非裔青少年布朗的白人警察,但公布調查報告,指責弗格森市警局系統性鎖定非裔美國人。

 (NEWSER) – The mayor of Ferguson, Mo., says big changes are already underway after the release of a scathing Department of Justice report on the city's police force. Mayor James Knowles says one police official involved in sending racist emails has been fired and two more have been suspended pending an investigation, NBC News reports. "Let me be clear: This type of behavior will not be tolerated in the Ferguson Police Department, or in any department in the City of Ferguson," Knowles said at a press conference last night. "These actions taken by these individuals are in no way representative of the employees of the City of Ferguson."

Knowles didn't take any questions at the press conference, where Ferguson Police Chief Tom Jackson was nowhere to be seen, reports KSDK. Knowles didn't say whether Jackson would keep his job, but he outlined moves, including diversity training for all officers, efforts to recruit more African-Americans, and changes to the municipal court system, according to KSDK. State and local officials were largely supportive of the federal report's findings and called for reforms in Ferguson and other departments, St. Louis Public Radio reports. "The DOJ report confirms that changes must be made in Ferguson. If city leaders don't fix this, the state should," tweeted Missouri Secretary of State Jason Kander.

A Ferguson, Missouri, police official has been fired and two others are on administrative leave pending an investigation of racist emails uncovered by the U.S. Justice Department in the aftermath of the fatal shooting of unarmed teenager Michael Brown last year, Mayor James Knowles said Wednesday.

"This type of behavior will not be tolerated in the Ferguson Police Department or any other department," Knowles told reporters a few hours after Attorney General Eric Holder slammed the city for a "highly toxic environment" of racism and misconduct. "We must do better not only as a city, but also as a state and country," said Knowles, who took no questions.

The Justice Department highlighted seven grotesquely racist emails sent by police and court employees in a report that Holder said revealed constitutional violations and excessive and dangerous use of force disproportionately targeted against African-Americans. He said the bias was coupled with determination to squeeze as much revenue as possible from overzealous enforcement of minor violations — "to use law enforcement not as a public service, but as a tool for raising revenue."

Steve Stenger, the newly elected St. Louis County executive, said in a statement that he hoped the report would spur the Ferguson Police Department to "address the numerous concerns" raised by the investigation. Cordell Whitlock, Stenger's spokesman, said that if Ferguson officials asked the county for help with law enforcement, "the appropriate discussions would take place."

2015年03月05日 03:20:10 新華社華盛頓3月4日電(記者陸佳飛 關建武)美國司法部4日公佈的一份關於密蘇裏州弗格森市執法人員的調查報告顯示,包括當地警局以及治安法院在內的弗格森執法部門普遍存在對美國黑人的種族偏見。
    調查報告詳細描述了弗格森執法部門長期以來針對當地黑人社區的違法行為,包括無正當理由搜查或逮捕黑人、暴力執法、不正當使用警犬咬人以及通過非法收取高額交通罰款提高市政收入等。
    司法部當日發表聲明說,由於證據不足,無法推翻弗格森案件中白人警察威爾遜所說的感到人身安全受到威脅而開槍打死黑人青年布朗的說法,決定不對其進行民權訴訟。
    司法部長埃裏克•霍爾德當天在新聞發佈會上說,弗格森執法部門沒有履行保護公民的職責,不僅嚴重降低了公眾對執法部門的信任、損害了執法權力的合法性,還造成執法人員與公眾之間形成激烈對立狀態,使去年發生的白人警察打死黑人青年一事在當地迅速發酵,造成大規模暴力抗議事件。
    霍爾德說,弗格森執法部門違反了美國憲法關於公民權利保護的多個條例,責令其迅速採取措施對執法各環節進行改革。
    2014年8月9日,美國密蘇裏州弗格森市18歲的黑人青年布朗在沒有攜帶武器的情況下,遭到白人警察威爾遜攔截搜查並被開槍打死。此事在當地及美國全國各地引發大規模遊行抗議和連續數周的示威,並演變成暴力騷亂事件。在密蘇裏州地方陪審團11月24日宣佈威爾遜免於起訴之後,美國百餘城市又爆發抗議示威,部分地區演變為暴力騷亂。(完)
